4. Requirements

4.1 Sprinkler Systems
Except as permitted in 4.2, a sprinkler system shall be installed in a building: 
  1. that is required to be sprinklered in accordance with Treasury Board policy and standards,

  2.  
  3. that is required to be sprinklered in accordance with the NBC,

  4.  
  5. that is required to be sprinklered in accordance with the NFC,

  6.  
  7. that is classified as a high building in accordance with the NBC (See Appendix A),

  8.  
  9. that is classified as a Group C major occupancy and has a building area of more than 600 mē,

  10.  
  11. that is a historic building (See Appendix A),

  12.  
  13. that is a heritage building that has been designated as "classified" (See Appendix A),

  14.  
  15. in which there is a serious life hazard, a large loss potential or a potential for a serious interruption of essential services as determined by the FC in consultation with the Administrative Official,

  16.  
  17. that contains works of art, historical artifacts or scientific specimens which are considered to form part of the nation's cultural heritage and are irreplaceable;

  18.  
  19. that does not conform to and cannot be economically modified to conform to the requirements of the NBC, or

  20.  
  21. that exceeds the height or area limits stipulated in the NBC for the type of construction except that the allowable area increase by means of compartmentation by firewalls, or for street access shall only be permitted when the water supply and the responding fire fighting facility are approved by the FC (See Appendix A). 
4.2 Other Suppression Systems and Alternatives
When it can be determined to the satisfaction of the FC on the basis of a cost/benefit analysis, that a sprinkler system is not economically feasible or for technical reasons a sprinkler system would not be practical, alternative fire protection systems may be provided consisting of fire detection systems, fire suppression systems, partial sprinkler systems or combinations thereof, as stipulated by the FC in consultation with the Administrative Official.
